Mother Sues Moore County for Institutionalizing Disabled Children During Cancer Treatment

A federal lawsuit has been filed against Moore County DSS by Disability Rights NC, alleging that the department unlawfully institutionalized two children with intellectual disabilities while their mother, Rumina Slazas, was being treated for cancer. In July 2022, Slazas was hospitalized, and a month later, DSS took custody of her 14-year-old son and 13-year-old daughter. Despite Slazas achieving complete remission, DSS allegedly refused to return the children and instead placed the nonverbal daughter in a pediatric emergency department for nearly nine months.

The lawsuit claims that the county violated the Americans with Disabilities Act (ADA) by institutionalizing the children instead of providing community-based services. Although the children were eventually reunited with their mother in 2023, the lawsuit argues that Moore County acted with "deliberate indifference" to the family's rights. Moore County officials have declined to comment, as the county had not yet been served with the lawsuit.
