Dowd Road Shooting Deemed Self-Defense

The Moore County Sheriff’s Office has concluded its investigation into the May 3, 2024, shooting of Ramzan Daraev in Carthage, North Carolina. The homeowner involved will not face charges, as the incident was deemed justified under the North Carolina Castle Doctrine, which allows defensive force in the event of a perceived threat within one’s home.

The incident began when the homeowner’s wife noticed Daraev taking photos near their remote property. After Daraev became aggressive and refused to leave, the homeowner retrieved a handgun and fired in self-defense when Daraev reportedly lunged at him.

Daraev was later identified as a utility worker conducting surveys in the area, though he had no visible identification at the time. The investigation revealed that he was a Russian national who had recently moved to the U.S. Federal agencies and OSHA are continuing to review the circumstances surrounding the incident. Mayor Seeks Guidance from National Park Service for Pinehurst Circle Situation

Mayor Pizzella, representing the entire Village Council, recently reached out to the National Park Service (NPS) for guidance concerning the potential impact of the NCDOT project U-5976, which involves improvements to the Pinehurst Traffic Circle, on the Village's National Historic Landmark status. The following is a summary of the response from the NPS:

The letter from the NPS acknowledges the Village of Pinehurst's concerns about the proposed improvements to the Midland Road traffic circle in Pinehurst. The NPS recognizes that the traffic circle is a significant feature of the Pinehurst National Historic Landmark (NHL) District, despite it not currently being recognized as a historic structure. The letter explains that while the Midland Road traffic circle could potentially be deemed historically significant through further documentation, the current project does not require federal consultation under Section 106 of the National Historic Preservation Act (NHPA) because it is state-funded and lacks federal involvement. However, the NPS emphasizes the importance of designing the project in a way that maintains the historic character of the area and expresses support for the Village’s efforts to preserve its community's historic integrity. Local USPS Worker Charged with Scamming Elderly Resident Out of $500K

On May 29, the Pinehurst Police Department launched an investigation after receiving reports of a resident being scammed out of a significant amount of money. The investigation revealed that the suspect had systematically defrauded the victim over a prolonged period, accumulating a substantial sum. Latanya Verbal, a 53-year-old Carthage resident and a USPS contract worker was arrested for defrauding an elderly Pinehurst resident of over $500,000. She faces multiple charges, including elder exploitation and fraud, and is being held on a $25,000 bond. See details SandhillsSentinel.com.
